Case studies highlight the vast range of membership of community organisations, from the all-women CDC and CDS of Sri Lanka and Kerala, to the mixed Slum Committees of Bangalore, and the all-male organisations found in a vast majority of contexts. In India, all-women community organisations have, on the whole, provided a successful model for replication in appropriate socio-cultural contexts. The establishment of women’s CBOs has led to massive improvements in the capacity of women to participate, to make decisions and to manage neighbourhood activities. However, in some situations, the empowerment of women and the opportunities for women created through the process have led, inevitably, to the exclusion of men from the decision-making process and discontent. Officials should be aware of the risk of women being abused and women acting as puppets for male family members. Efforts to establish this involvement (through parallel groups or participation without a vote) may undermine the women’s groups.
